The Project has been realised as part of the IPA programme of the EU, named “Social and Economic Development of the Danube Region in Serbia”.

The Project leader was the Administrative and Professional Service for the Implementation of the Integrated Regional Development Plan of the AP Vojvodina.

The aim of the Project was to create new employment opportunities in the AP Vojvodina, especially in the field of tourism, food processing and handicrafts, considering that one of the main problems in the field of economic development and competitiveness of the region has been the difference between the labour market needs and the available workforce that lack adequate professional qualifications.

The Project was focused at the development of new training programmes, where the most important activity was establishment of the distance learning system that would be available free of charge to all unemployed persons and would enable them to acquire knowledge and skills necessary on the labour market.

The Project was implemented in cooperation with six partnering institutions, namely:

Provincial Secretariat for Economy, Employment and Gender Equality; Educational Training Centre for Professional and Working Skills; Institute for Gender Equality; Women Association “Vrdničanka“ Vrdnik; Women Association “Kolevka Bačke“ Bač and Women Association “Slovenka“ Gložan.

During the first phase of the Project, it has been envisaged that 290 unemployed persons would participate in the trainings pertaining to the following fields:

  • Training for Cooks – encompassing 320 hours of training over the period of 3 months, conducted in 3 cycles, where 24 participants would be trained. More >,
  • Training for Bakers – encompassing 320 hours of training over the period of 3 months, conducted in 3 cycles, where 24 participants would be trained.  More >,
  • Training for Confectioners – encompassing 320 hours of training over the period of 3 months, conducted in 3 cycles, where 24 participants would be trained.  More >,
  • Training in Making Crafts and Souvenirs – encompassing 320 hours of training over the period of 3 months, conducted in 3 cycles, where 18 participants would be trained.  More >,
  • Marketing, Management and Business in Tourism Training – encompassing 50 hours of training over the period of 3 weeks, conducted in 5 cycles, where 50 participants would be trained. More >,
  • Entrepreneurship and Innovation Training – encompassing 30 hours of training over the period of 2 weeks, conducted in 5 cycles, where 50 participants would be trained. More >,
  • English Language Training – encompassing 60 hours of training over the period of 1 month, conducted in 5 cycles, where 50 participants would be trained. More >,

The above mentioned trainings took place in the facilities, and using the equipment of the Educational Training Centre for Professional and Working Skills, no.3 Industrijska St., Novi Sad. All sessions were recorded and the entire material is available electronically, via on line system for distance learning.

Representatives of 30 organisations and small enterprises from the tourism sector, as well as 300 unemployed persons, attended the trainings using the distance learning system, in the second phase of the Project.

Following the completion of the Project, the distance learning system has remained available, thus enabling acquiring of knowledge and skills free of charge to all unemployed persons in the future as well, the purpose of which has been attainment of the major goal – creation of new employment opportunities.

Project results:

Through successfully implemented project activities, the major goal of the Project has been achieved, and that is creation of new employment opportunities in the AP Vojvodina. New training programmes have been developed, handbooks prepared, and trainings in 8 fields implemented, where 341 individual attended training at the Educational Centre, and 646 individuals used distance learning; during the trainings 56 hours of material, consisted of 168 teaching units, have been recorded and edited; and the distance learning platform has been developed. With a view to promote the Project and establish communication with the target groups and the overall public, press conferences and project presentations have been arranged aiming to promote the Project results, as well as several meetings between the employers and the trainees, in the field of cookery. During the direct talks with the trainees, 53 employers talked about the employment opportunities.

We may say that all envisaged results have been surpassed, since more than 1000 unemployed individuals have attended the trainings during the course of the Project. Based on the Provincial Employment Services’ data, out of 341 unemployed individuals that successfully attended the trainings at the Educational Centre and obtained certificate on completed training, 142 have found jobs. Distance learning system has been installed, and it will permanently remain available to the unemployed individuals in the AP Vojvodina for free, thus assisting in resolving one of the main issues in the field of economic development and competitiveness of the region – the difference between the labour market needs and the available workforce that lack adequate professional qualifications.

Distance learning is the method of learning where the teacher and the student are not physically present, together, at the same place and at the same time. Lessons are not conducted at schools, in the classrooms, but all textual, audio and video materials are available in electronic form on the Internet –based platforms for distance learning.

This method creates learning opportunities for all people regardless of their age or place of residence, since it is available from any place at any time, provided that there is the Internet connection. It is an ideal method for all those who are eager to learn but are not able to attend classes physically, as well as for those who prefer free choice of time for their learning. In addition, it is also convenient because it does not involve any transport or accommodation costs.

Distance learning is a way of acquiring knowledge, skills and competences, thus providing the trainee with additional competitiveness in the labour market. Distance learning system established within the “Innovative System for Knowledge and Skills Improvement – Knowledge to Everyone” project will enable users to follow the courses in their chosen fields of interest from their homes, at the time that suits them best and free of charge.

Upon completion of the training, they will be given an opportunity to take a test at the Educational Training Centre for Professional and Working Skills, and obtain the certificate on completed training.
